Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
